Introduction

 

The faculty and staff of Liberty High School want to provide the best educational opportunities possible for all students.  In order to have an environment appropriate to this commitment, and to enable teachers, counselors and administrators to effectively provide for a sound education for students, certain reasonable behaviors are expected from all students.  When these behaviors do not occur, action will be taken which will be determined by the nature, seriousness, and frequency of the inappropriate behavior.  The Administration and the Dean of Student, as the Principal’s designees, are assigned the responsibility for maintaining campus order and for administering school discipline in accordance with the Liberty High School Student Discipline Policy.  Any violation of school regulations not covered in this policy will be handled according to the Kern High School District Discipline Code.

 

The Liberty High School Student School Policy applies to students:

 

·                     While on school grounds.

·                     While going to or coming from school.

·                     During lunch, whether on or off the campus.

·                     While attending, or while going to, or coming from, a school-sponsored

activity or any activity sponsored by the Kern High School District.

 

 

No Tolerance Policy

 

Liberty High School practices a “No Tolerance Policy” in dealing with students who assault other students or staff or who bring any weapons or drugs to campus.  Students who do so are automatically recommended for expulsion for the maximum amount of time possible.

 

 

Parent Contact by School

 

Reasonable attempts are made at the time of disciplinary action to contact parents by phone.  When phone contact is not possible, personal contact may be made at the time the student is transported to the home or to juvenile authorities.  If that is not possible, then a parent request to contact the school will be written on school documents that are sent with the student or mailed to the home.  Immediate parent contact is vital when disciplinary action is taken.  Parents are urged to always make sure emergency contact cards at school are updated and correct.

 

 

 

 

 

 

 

 

 

CAMPUS VIOLATIONS

 

Alcohol                                                                                      Education Code 48900 (C)

           

Description  When a student possesses or is under the influence of alcohol.

 

 Action           3 – 5 day Suspension. Possible recommendation for Involuntary Transfer                                               (IT) or expulsion.

 

 

 

 

Appropriate Student Dress (Attire)                               Education Code 48900 (K)

 

Description  Students are expected to use good taste in the selection of clothes            

to wear to school.  Clothes that advertise alcohol, violence, drugs, sex, profanity, and/or lewd or obscene behavior, whether written or graphics, is not in good taste and will not be permitted on the campus.  Clothes or clothing styles that display underwear above the belt line (long or short pants) or below the leg hems (short pants) or not in good taste and will not be permitted on campus.  Women’s clothes that display too much bosom,

                        abdomen, or buttocks are not in good taste and will not be permitted on

                        campus.  This includes strapless tops or tops that tie at the neck.

 

   Action         1st Offense    Change clothes.  Warning.  Parent may be notified.

                        2nd Offense   Change clothes. Detention assigned. Parent notified.

                        3rd  Offense  Change clothes. SWP/ISS assigned. Parent notified.

4th Offense    SWP/ISS assigned or possible 1 day Suspension. Parent               notified.

 

No Bandanas of any type will be worn or displayed in any manner.

                                               

 

 

Assault and Battery                                Education Code 48900 (A)(1) or (A)(2)

 

         Description  When a student causes or attempts to cause physical injury to another

                                 student without provocation.

 

            Action         Five day suspension for the student aggressor.  Expulsion shall be

                                 recommended.  Seriousness of the offense and student’s attitude may

                                 determine the consideration of an alternative to expulsion.

 

                    No        Liberty High School practices a “No Tolerance Policy” for violence on

Tolerance     campus.  This means that students who assault other students or staff

Attendance                                                                            Education Code 48900 (K)

 

         Description  Continued tardies to class, cuts (absences not cleared within 72 hours

                                 of return), and/or continued periods of nonattendance, any of which

                                 prompts a teacher to refer a student to the Assistant Principal,

                                 Administration, or the Dean of Students.

 

                                

         Action            Tardies          Tardies will be reviewed on a weekly basis. Students that have                                                     excessive tardies will be given one of the following disciplines                                                      with parent notification.

·         Lunch detention

·         (ASD) After-school detention

·         (SWP) Saturday Work Program

·         (ISS) In-School Suspension

                                                         The discipline given will depend upon how many total tardies                                                       the student has.  If a student refuses to adhere to the tardy                                                             policy they will be suspended for 1-3 days.                                                                                           

 

                                 Cuts               Kern High School District-Truancy Reduction Program

                                                           

 

                                 Non-               Student is dropped for nonattendance after five consecutive

                     Attendance              days of nonattendance.  Attempts will be made to contact

                                                         parents.  Students 16 years old and older will be transferred

                                                         to continuation school. 

 

        

 

 

 

Automobile Search

 

All automobiles parked at Liberty High School are subject to search.  The policy is a 24

hour per day, 7 days a week.  The same guidelines for locker and personal search,

with the administrator being able to articulate the necessity to search.  (suspicious

behavior, unauthorized area, etc.)

 

VEHICLE SUBJECT TO SEARCH

California Vehicle Code

Section 21113(A)

 

Drivers entering these grounds are deemed to consent to a search of their vehicles,

and all its compartments, by school officials or law enforcement officers.

 

This notice applies to all vehicles, and is in effect for 24 hours a day.

 

Bus Behavior                                                                                   Education Code 48900 (K)

 

         Description  A bus driver is responsible for the safety of students on the bus.  Any

                                 student behavior that distracts the bus driver, raises the anxiety level

                                 of the bus driver, or otherwise upsets the bus driver, compromises the

                                 safe environment under which the bus must be operated and will not

                                 be tolerated.

 

            Action         1st Offense    Suspension of bus riding priviledges for one to five days.

                                                         Parent contact. 

                                 2nd Offense   Suspension from school 1 - 5 days and

                                                         suspension of bus riding privileges for 5 weeks.

                                 3rd Offense    Suspension from school for 3 – 5 days and loss of bus                                                                    privileges for 10 weeks.

 

 

Cafeteria Behavior

 

Any student who conducts themselves inappropriately in the cafeteria such as behavior, attitude, or not cleaning up after themselves, will be given trash detail for the remainder of the lunch period or the following days lunch period. Any student who refuses can be given Saturday Work Program/In-School Suspension for Suspension depending on attitude

 

 

Cheating/Academic Dishonesty                                      Education Code 48900 (K)

 

         Description  When a student is determined cheating by a school official.

            Action         1st Offense    Parent contact, usually written.  No credit on assignment.

2nd or More Offenses    Students caught cheating a second time will be suspended for one day, will receive no credit for the test or assignment, and a parent conference will be held with the Dean of Students. A notation will be made on the student’s discipline screen.

3rd or More Offenses     Students caught cheating a third time will be suspended from school and may receive an F for that grading period. A notation will be made on the student’s discipline screen. The parent will be notified. If a student is caught cheating a fourth time in the same class, the student will receive an F grade for the semester and may be dropped from the class.  

 

 

Defacing Student ID Card                                                      Education Code 48900 (F)

 

         Description  When a student alters or otherwise damages a student ID card in any

                                 way that renders the card unusable for its intended purposes.  Student

                                 identification (ID) cards are the property of the school and are issued

                                 free of charge to the student at the time of enrollment.  Students are

                                 expected to carry ID cards at all times when at school or attending

                                 school functions.  The school, for a replacement fee of $3, will reissue

                                 a lost ID card. Students are not to let other students use their ID card for                                      any reason. If this occurs both students will be disciplined and Parent                                            Contact will be made.

 

            Action         1st Offense    Students who deface their ID card will be charged

replacement fee and may be subject to further disciplinary action.

                        2nd or More   Charged replacement fee and overnight to three days

                           Offenses    suspension depending on student attitude.

 

 

Defiance                                                                                               Education Code 48900 (K)

 

Description  When a student disrupts school or classroom activities, willfully defies

                        school authorities (all school personnel engaged in performance of

                        their duties), or when a student continues to engage in behaviors

                        when specifically told not to do so, the school considers this defiance.

 

   Action         1st Offense    Parent notified. Possible detention.

                        2nd Offense Parent notified. Assigned detention or SWP.

                        3rd Offense   Parent notified. Assigned SWP or ISS.

                        4th Offense   Parent notified. Assigned ISS or 1 - 3 day suspension.

                        5th Offense    Parent notified. Assigned 1 - 5 day suspension. Possible                                                             schedule change or dropped from class and placed on                                                                   placed on School Probation.

                        6th Offense Parent notified. Suspension for 3 – 5 days or possible                                                                        Expulsion or Involuntary Transfer.

 

 

Drugs                                                                                          Education Code 48900 (C)

 

         Description  When a student uses (non-sale) or is found to be in possession of, or

                                 under the influence of, any controlled substance (alcohol excepted).

 

            Action         Five days suspension with recommendation for expulsion.  First

                                 offense status and student’s school record may determine the

                                 consideration for Involuntary Transfer (IT).

 

                    No        Liberty High School practices a “No Tolerance Policy” for drugs on

       Tolerance       campus.  This means that students who bring drugs to campus for use

             Policy        are automatically recommended for expulsion for the maximum 

                                 amount of time possible.

 

              Other         In compliance with SB1300, a citation will be issued that also will

             Notes:        serve as a referral to the probation department.  The dean will also

                                 make a referral to the intervention specialist for counseling.  CIF

                                 regulations require an 18-week period of ineligibility.  A second

                                 offense will result in a 36-week period of ineligibility.

 

Drug Paraphernalia                                                                     Education Code 48900 (J)

 

         Description  When a student furnishes, arranges, or negotiates to sell drug

                                 paraphernalia.

 

            Action         5 days suspension with recommendation for Expulsion according to

                                 Liberty “No Tolerance Policy”.  If possession only, a student’s attitude

                                 and school record may determine consideration for Involuntary Transfer                                     (IT).  In compliance with SB1300, a citation will be issued

                                 that also will serve as a referral to the probation department.

 

 

 

Drug Sales                                                                              Education Code 48900 (C)

 

            Action         Five days suspension with recommendation for expulsion according to

                                 Liberty “No Tolerance Policy”.

 

                No            Liberty High School practices as “No Tolerance Policy” for sale of drugs

    Tolerance          on campus.  This means that students who bring drugs to campus for

         Policy            sale are automatically recommended for expulsion for the maximum

                                 amount of time possible.

 

Other Notes          In compliance with SB1300, a citation will be issued that also will serve

                                 as a referral to the probation department.

 

 

 

 

Electronic devices                                                                      Education Code 48901 (.5)

         Description  Cell phones, IPODs, electronic signaling devices, laser pointers, etc are not permitted at school or at any school function.

 

            Action         1st Offense    Student warned and documented a first time warning.

2nd Offense   Student sent to the Dean’s Office and issued detention.

                                 3rd Offense    Student sent to the Dean’s Office and ISS/SWP assigned.

4th or more Offense  Student sent to Dean’s Office and suspended for 1–4                                  days.  Parent conference with Dean upon return. 

 

         The Board of Trustees approved a cell phone policy that states students will not be

         allowed to use their cell phones on campus at any time during the school day,

         including the lunch hour.  The phones must be turned off and secured at all times.

 

 

 

 

Fighting                                                                         Education Code 48900 (A)(1)

 

         Description  When two or more students exchange blows and the action is

                                 interpreted by an adult on campus as fighting.

 

            Action         Two to five day suspension for all students.  Generally, three-day

                                 suspension for first offense, mutual fight, not gang-related.  Student’s

                                 attitude and anger level may determine the actual number of out-of-

                                 school days.  Student may be transferred to an alternative program

                                 based on circumstances related to the incident.  Five-day suspension

                                 for any fight determined by staff to be gang-related regardless of

                                 number of offenses.  Repeat offenses will result in transfer to

                                 continuation school (age 16 or older) or other alternatives (under age

                                 16).

 

 

 

 

Gambling                                                                                             Education Code 48900 (K)

 

         Description  Students are not permitted to participate in any type of gambling (dice,

                                 cards, coins, etc.).

 

            Action         1st Offense    Student will be issued Saturday Work Program or ISS.

                                 2nd or More   One to five day suspension depending on severity of

                                    Offenses    the incident and whether or not the behavior is habitual.

 

 

 

Gang Related Clothes, Insignia and Symbols

 

The governing board desire to keep district schools and students free from the threats or

harmful influence of any groups or gangs which advocate drug use, disruptive, or violent

behavior.  Each high school will include procedures for handling gangs and gang

activities in the site discipline policy.  This policy shall be applied at the principal’s

discretion as the need for it arises at individual school sites (cf. 6145.5 – Organizations/

Associations).   Staff will make decisions on whether or not disciplinary problems shall be

handled as individual problems or gang problems.  The superintendent or designee shall

provide staff inservice training in gang recognition and communicate to all staff current

symbols of gang membership.

 

 

Any clothing or insignia symbols (including body tattoos) that school administrators deem

to be gang—related are not to be worn or carried on the Liberty campus.  Students who

do will be warned once to correct the situation.  Clothing that staff deems to be gang-

related (such as certain types of cloth belts, colored shoe laces, etc.) may be confiscated

by staff for purposes of campus security or the student may be sent home to change

clothes.  Parents will be contacted.

 

Action         1st Offense    Warning with parent contact. Student may borrow extra shirts

that are available in Dean’s office or student may be sent home to change clothes if deemed necessary.

                                 2nd or More   One to five days suspension.  Student attitude and

                                    Offenses    record will determine length of suspension or

                                                         consideration for Saturday Work Program.  Continued

                                                         offenses may result in transfer to continuation school

                                                         or recommendation for expulsion.

 

 

Gang Related Activities

 

Any activities by students that administrators deem to be gang-related are not allowed.

Liberty staff regards the high school campus as “neutral turf”, a “safe house”.  The

following action will be taken against anyone who, in any way, does anything to violate

the safety and security of people on this campus, especially by bringing gang

disagreements and their corresponding violence to school.

 

            Action         Five day suspension, possible drop to alternative program, possible

                                 Expulsion and prosecution to the fullest extent of the law

                                 (Education Code 48900 (k, .3, .4)

 

 

 

 

Hall Passes                                                                            Education Code 48900 (K)

 

         Description  Students are not permitted out of class without a hall pass or room

                                 pass issued by a staff member.

 

            Action         Students will be sent to the Dean of Students, and a student referral

will be turned in to the Dean of Students, or the appropriate Administration.  After-School detention, Saturday Work Program or In-School Suspension will result if problem continues. If student continues to be outside of class

                                 without a hall pass, student will be suspended for 1 – 3 days.

 

 

Hats

 

Students are allowed to wear hats on campus but only outside of buildings and offices.

The only writing, other than factory issued, that will be allowed anywhere on the hat is

the student’s legal name along the inside lining of the hat.

 

            Action         1st Offense    Confiscation of hat and warning.  Student may pick up

                                                         the hat at the end of the day in the Dean’s office.

                                 2nd Offense   Defiance will result in detention.

                                 3rd Offense  Assigned (SWP) Saturday Work Program or (ISS) In-                                                                School Suspension (ISS).

                                 4th  or more Offense 1 – 5 days suspension.

 

 

Hazing/Intimidation/Bullying            Education Code 48900(.4),(A)(1),(K)

 

         Description  When a student, or students, take action that result in physical or

                                 psychological injury to another student or student.

 

            Action         Three to five days suspension and/or referral to continuation school

                                 and/or recommendation for expulsion.

 

 

Internet Abuse, Misuse of Electronic Media          Education Code 48900 (K)

                                                                                            

 

         Description  When a student violates the Student Code of Conduct for the Kern

                                 High School District Electronic Community.

 

            Action         1st Offense    Referral to Dean.  Parent is notified, and student is

                                                         given a warning.  If any damage is done, student must

                                                         make restitution.

                                 2nd Offense   Referral to the Dean.  Parent is contacted and the

                                                         student loses computer/internet privileges for nine weeks.

                                                         Any damage must have restitution.  Offense after this

                                                         will include suspension days, and privileges lost for one

                                                         year, and/or transfer out of the class.

 

 

Leaving Campus                                                                 Education Code 48900 (K)

 

The Liberty Administration feels students success and safety are our highest priority.  For these reasons, the Liberty Administrators have decided to keep the campus closed to all students driving vehicles.  Students will not be able to leave campus for any reason without the parent or guardian present.

 

Violations – When a student leaves or enters campus without the parent or          

school permission:

 

Action            1st Offense   Immediate contact of parent.  ISS or SWP may be assigned.

Action            2nd Offense  Immediate contact of parent.  Student suspended

                        1 day.

                        3rd Offense Immediate contact of parent. 2 – 4 days suspension and                             placed on School Probation.

 

Further action will be considered direct Defiance of Authority, and further discipline will be dealt with in accordance to previous discipline record, and consideration to alternative placement may be recommended.

 

 

Bring Lunch on campus to student

 

Parents are not encouraged to bring food to students during school time or during

lunch.  The administration would like to keep the school learning environment

disruption free. If you need to bring lunch for your student please go to the deans

Office to check it in. Lunch for multiple students, groups or athletic teams is not

permitted. We appreciate your cooperation

 

 

Profanity, Vulgarity, Obscene Actions                        Education Code 48900 (I)

 

         Description When a student uses profanity, is vulgar and/or obscene either

                                 verbally, in writing, or by actions.

          

            Action         1st Offense    Referral to Dean. Assign detention.

                                 2nd Offense   Assign ISS or SWP

                                 3rd Offense    One to three days suspension.

 

Robbery/Extortion                                                                       Education Code 48900 (E)

 

         Description  When a student takes, or attempts to take money or property from

                                 another person by means of force or any threat.

 

            Action         Five days suspension with recommendation for expulsion for a

                                 minimum of one semester.

 

 

Sexual Harassment/Inappropriate Contact      Education Code 48900 (.2)

 

         Description  Unwelcome sexual advances, requests for sexual favors, and other

                                 verbal, visual, or physical conduct of a sexual nature made by someone

                                 from or in the work or education setting.  The conduct must be

                                 considered by a reasonable person of the same gender as the victim to

                                 be sufficiently severe or pervasive to have a negative impact upon the

                                 individual’s academic performance or to create an intimidating, hostile

                                 or offensive educational environment.

 

            Action         Three to five days suspension, depending on severity of the incident

                                 and whether or not the behavior is habitual.  Expulsion may be

                                 recommended based on student attitude and school record.

 

 

 

Skateboards, Skates, In-line Skates, Scooters  Education Code 48900 (K)

 

         Description  Due to safety concerns, students are not permitted to have skateboards,

                                 skates, scooters, or in-line skates at school. 

 

            Action         Students will have the skateboards, skates, or in-line skates

                                 confiscated and held until a parent can claim them.  Continued non-

                                 cooperation will result in overnight to five days suspension.

 

 

Student Parking Policy

 

The student parking lot is located in the back of the school by the stadium. Parking is available for students enrolled in work experience, ROC, ROP, and community involvement across the street from the campus on Jewetta, at the park, at your own risk. 

Any student who parks in the staff parking in front of the school will take the risk of getting

a citation from the KHSD Police Department.

 

 

Theft/Stealing                                                                      Education Code 48900 (G),(l)

 

         Description  When a student steals, attempts to steal, or knowingly receives (stolen)

                                 school property or private property.

 

            Action         Three to five days suspension with recommendation for expulsion

                                 depending on the seriousness of the theft.  Property or due value must                                       be returned.  Offense status, student’s school record, seriousness of

                                 offense, may determine consideration of alternative to suspension

                                 and/or an alternative to expulsion.

 

 

Tobacco                                                                                               Education code 48900 (H)

 

         Description  When a student possesses or uses tobacco or tobacco products.

 

Action         1st Offense    ISS or one - two day Suspension and confiscation of

 tobacco and notification of parents.  CIF regulations require a

                                                         nine-week period of ineligibility.  Student referred to

                                                         intervention specialist for group counseling.

2nd Offense   One or two day Suspension.  CIF regulations require an 18-week period on ineligibility for a second offense.

                        3rd or More    Two or three day suspension.  Student attitude and

                           Offenses    record may determine consideration of alternative to

                                                suspension.  Continued offenses may result in transfer

                                                to continuation school.  Student referred to intervention

                                                specialist for counseling.  CIF regulations require a

                                                36-week period of ineligibility for a third offense.

Note:              Student can be referred to Tobacco Cessation Program.

Threat to fight                                                                                  Eduation Code 48900(A)(1)

 

Description  Student used words to provoke a violent reaction from another student.

 

Action            1 – 3 day Suspension and Fight Warning assigned.

 

 

Vandalism (includes graffiti and “tagging”)          Education Code 48900 (F)

 

         Description  When a student causes or attempts to cause damage or deface school

                                 or private property.  Possession of permanent markers, spray cans,

                                 spray can handle triggers, or any other device associated with “tagging”

                                 are not allowed.

 

            Action         Three to five days suspension.  Seriousness of offense and student

                                 record may determine consideration of alternative to suspension, as

                                 well as recommendation for expulsion.  Student will be held financially

                                 responsible for damages with a minimum of $25.  A referral will

                                 be made to the probation department.

 

 

Visitor Policy

 

All visitors to the campus must register with the Dean’s Office, and wear an I.D. or

visitor’s pass while on campus.  All requests made by parent or guardian to visit a

teacher’s classroom must be requested and approved by the teacher 24 hours in

advance of the visit.  Anyone visiting on campus without a visitor’s pass will be escorted

to the office for explanation.  No student visitors are allowed during the day except by

prior arrangement with Liberty staff and under appropriate adult supervision.

 

Police, welfare workers, probation officers or other authorized personnel will speak with

students in the Dean’s Office.  No one has the authority to address Liberty students

on campus.

Students will be permitted to speak with their parents, guardians, and/or other adults

authorized by their parent/guardian in the Dean’s Office.

 

 

Weapons and Explosive Devices                                  Education Code 48900 (B)

 

         Description  When a student possesses, sells or otherwise furnishes any firearm,

                                 knife, mace, explosive or other dangerous object, except in the case of

                                 possession when the pupil is so authorized by school personnel.

          

Action           Five days suspension with recommendation for expulsion.  A citation will be issued that also will serve as a referral to the probation

                                 department.  The law mandates a one-year expulsion from the date of

                                 suspension for possession of a gun or brandishing a knife or dangerous

                                 object or sales of drugs on campus or during school activities.

K.H.S.D. AND LIBERTY HIGH SCHOOL GUIDELINES FOR APPROPRIATE STUDENT DRESS AND GROOMING

 

 

At Liberty High School students have the right to make individual choices from a wide range of clothing and grooming styles.  The Liberty High School staff believes in the uniqueness of each individual but also that appropriate dress and grooming contribute to a productive learning environment.  Similarly, it is the school’s responsibility to maintain a safe and orderly learning environment and to prepare students for the general expectations of our society.  The following guidelines will be used to make case by case judgments regarding the appropriateness of school dress.

 

1.            Any clothing or adornment which disrupts the learning environment of

the school is prohibited.  Disruption is defined as reactions by other

students to the clothing or adornment, which causes the teacher to lose

the attention of the students, to modify or cease instructional activities, or

to deal with student confrontations or complaints.

 

 

 

2.            Slogans or illustrations which promote the use and/or glorifications of

drugs, violence, alcohol or tobacco is not acceptable.

 

3.            Profane, vulgar, racial, ethnic or sexist slogans or illustrations on articles of clothing is not acceptable.

 

4.            Any see-through apparel or apparel which does not cover undergarments is not acceptable.  Clothing must be worn in a fashion that will cover under-garments.  The best judgment of the administration and staff will be utilized in determining whether the manner in which clothing is worn is provocative or sexually suggestive, and thus prohibited.  (This will include midriff, back and shoulder exposure).

 

5.            Attire which may be used as a weapon may not be worn (i.e.:  steel-toed                     boots, chains, items with spikes or studs).

 

6.            The presence of any apparel, jewelry, accessory, notebook, or manner of grooming which advocates violence or other disruptive behavior is prohibited.

 

7.            Any attire or adornment which creates a safety hazard for the wearer or others are prohibited.  (Included within this is the expectation that all students will wear shoes.)

 

8.            All clothing should be reasonably clean.

 

9.            When entering a building or classroom, ALL hats must be removed.

 

10.         No Bandanas of any type are to be worn at any time.

 

CONSEQUENCES OF DRESS AND GROOMING

VIOLATIONS

 

In general, the following consequences will apply:

 

            First Violation:          Home contact will be made. The violator will be

                                                requested to change clothing, hairstyle or

                                                cosmetic.

 

            Second Violation:    Home contact and alternative to suspension will

                                                be given to the student.  If the student refuses the

                                                alternative, he or she will be suspended.

 

            Third Violation:         Home contact will be made and he or she will be

                                                suspended.

High school students may invite a guest who is not a Liberty student to school formal

dances under the following circumstances:

 

  1. The guest must be signed up in the Finance Office by the designated

deadline, and approved by the Dean’s office prior to ticket purchase.

  1. The guest must be under 21 years of age and no more than two years

out of high school.

  1. No dropouts, junior high school students or students enrolled in court

ordered schools will be admitted.  No exceptions.

  1. All debts for the participant and the guest must be cleared with KHSD
  2. Each Liberty student is responsible for the behavior of his/her guest.
  3. The guest must have proper identification to verify his/her name and age.

7.    The guest must follow all rules of the Education Code (EC 48900 A-1).

 

 

 

 

 

 

 

 

 

 

Suspension

 

It is philosophy of the school that the maximum number of days of school attended

is beneficial to the student’s education.  Therefore, alternatives to suspension, such

as Saturday Work Program (SWP) or ISS will be assigned whenever appropriate.  Some-

times, however, alternatives to suspension do not work or the nature of the

inappropriate behavior dictates that a student should be suspended.  A student may

be suspended from school for no more than five (5) consecutive school days.  The

total number of days a student may be suspended from school will not exceed

twenty (20) days in any school year, unless for purposes of adjustment, the following

exceptions are considered:

 

1.            The student is transferred to another regular school, an opportunity

class or continuation school in which case a maximum of thirty (30)

days is allowed:

Or

2.            The District Director of Pupil Personnel Services grants an extension

of the suspension pending expulsion or other disciplinary action.

 

The procedures outlined in the Kern High School District Discipline Code are followed

when suspension and expulsions are appropriate.  All disciplinary actions are subject

to the discretion of the principal’s designee.  The Assistant Principal, Administration,

and/or Dean of Students attend regular meetings with the District Director of Pupil

Personnel and are updated and informed of changes in procedure and California Law.

 

 

 

Expulsion

 

California law permits the school to recommend students for expulsion from the

district if they have committed expellable actions as outlined in the Education Code

(48900).  The length of time for the expulsion is decided by the school and may be

altered by the expulsion-hearing panel.  It is usually for at least one semester and at

most for one year.  Sometimes a student may be recommended to an alternative

educational setting upon return from expulsion in order to make up credits.  In expulsion cases, a full hearing is given to each student before a panel of administrators and

teachers appointed by the Board of Trustees.  The acts of each case are carefully

reviewed in this hearing and findings are presented to the Board of Trustees in

executive session with a recommendation from the hearing panel.  The Board of

Trustees takes final action in open session.  During the time of both suspension and

expulsion, the student is not allowed to be on any campus in the Kern High School

District or attend any school or district events.

Involuntary Transfer (IT)

 

At the discretion of the Assistant Principal, Administration, or Dean of Students, a

student may be offered one of the following alternatives to expulsion:

 

·                     Transfer to continuation school – Vista West

·               Transfer to a sister school (Centennial, Stockdale, West, BHS, Shafter, etc)

·               (to be determined by mutual agreement between each school’s

administration)

·                     Independent Study Program/Discovery Program

·                     Other placement as available at the discretion of the Assistant Principal.
