Introduction
The faculty and staff of
Liberty High School want to provide the best
educational opportunities possible for all students.
In order to have an environment appropriate to this commitment,
and to enable teachers, counselors and administrators to effectively
provide for a sound education for students, certain reasonable behaviors
are expected from all students.
When these behaviors do not occur, action will be taken which
will be determined by the nature, seriousness, and frequency of the
inappropriate behavior. The
Administration and the Dean of Student, as the Principal’s designees,
are assigned the responsibility for maintaining campus order and for
administering school discipline in accordance with the
Liberty High School Student Discipline Policy. Any violation
of school regulations not covered in this policy will be handled
according to the
Kern
High School District Discipline Code.
The

Liberty
High School
practices a “No Tolerance Policy” in dealing with students who assault
other students or staff or who bring any weapons or drugs to campus.
Students who do so are automatically recommended for expulsion
for the maximum amount of time possible.
Parent Contact by School
Reasonable attempts are made at the time of disciplinary action to
contact parents by phone.
When phone contact is not possible, personal contact may be made at the
time the student is transported to the home or to juvenile authorities.
If that is not possible, then a parent request to contact the
school will be written on school documents that are sent with the
student or mailed to the home.
Immediate parent contact is vital when disciplinary action is
taken.
Parents are urged to always make sure emergency contact cards at school
are updated and correct.

a student possesses or is under the influence of alcohol.

good taste and will not be permitted on the campus.
Clothes or clothing styles that display underwear above the belt
line (long or short pants) or below the leg hems (short pants) or not in
good taste and will not be permitted on campus.
Women’s clothes that display too much bosom,
abdomen, or buttocks are not in good taste and will not be
permitted on
campus. This includes
strapless tops or tops that tie at the neck.

and all its compartments, by school

Bus Behavior
Education Code 48900 (K)
Description A
bus driver is responsible for the safety of students on the bus.
Any
student behavior that distracts the bus driver, raises the
anxiety level
of the bus driver, or otherwise upsets the bus driver,
compromises the
safe environment under which the bus must be operated and will
not
be tolerated.

Any
student who conducts themselves inappropriately in the cafeteria such as
behavior, attitude, or not cleaning up after themselves, will be given
trash detail for the remainder of the lunch period or the following days
lunch period. Any student who refuses can be given Saturday Work
Program/In-School Suspension for Suspension depending on attitude

Description
When a student is determined cheating by a school official.

Students caught cheating a second time will be suspended for one
day, will receive no credit for the test or assignment, and a parent
conference will be held with the Dean of Students. A notation will be
made on the student’s discipline screen.

Students caught cheating a third time will be suspended from school and
may receive an F for that grading period. A notation will be made on the
student’s discipline screen. The parent will be notified. If a student
is caught cheating a fourth time in the same class, the student will
receive an F grade for the semester and may be dropped from the class.
Defacing Student ID
Card

Description
When a student alters or otherwise damages a student ID card in any
way that renders the card unusable for its intended purposes.
Student
identification (ID) cards are the property of the school and are
issued
free of charge to the student at the time of enrollment.
Students are
expected to carry ID cards at all times when at school or
attending
school functions. The
school, for a replacement fee of $3, will reissue
a lost ID card. Students are not to let other students use their
ID card for
any reason. If this occurs both students will be disciplined and

Gang Related Clothes, Insignia and

governing board desire to keep district schools and students free from

harmful influence of any groups or gangs which advocate drug use,

will include procedures for handling gangs and gang
activities in the site discipline policy.
This policy shall be applied at the principal’s
discretion as the need for it arises at individual school sites (cf.
6145.5 – Organizations/
Associations). Staff
will make decisions on whether or not disciplinary problems shall be
handled as individual problems or gang problems.
The superintendent or designee shall
provide staff inservice training in gang recognition and communicate to
all staff current
symbols of gang membership.
Any
clothing or insignia symbols (including body tattoos) that school
administrators deem
to be
gang—related are not to be worn or carried on the Liberty campus.
Students who
do
will be warned once to correct the situation.
Clothing that staff deems to be gang-
related (such as certain types of cloth belts, colored shoe laces, etc.)
may be confiscated
by
staff for purposes of campus security or the student may be sent home to
change
clothes. Parents will be
contacted.

Student Parking Policy
The
student parking lot is located in the back of the school by the stadium.
Parking is available for students enrolled in work experience, ROC, ROP, and community involvement across the street
from the campus on Jewetta, at the park, at your own risk.
Any
student who parks in the staff parking in front of the school will take
the risk of getting
a
citation from the KHSD Police Department.
Theft/Stealing

When a student steals, attempts to steal, or knowingly receives (stolen)
school property or private property.

Visitor Policy
All
visitors to the campus must register with the Dean’s Office, and wear an
I.D. or
visitor’s pass while on campus.
All requests made by parent or guardian to visit a
teacher’s classroom must be requested and approved by the teacher 24
hours in
advance of the visit. Anyone
visiting on campus without a visitor’s pass will be escorted
to
the office for explanation.
No student visitors are allowed during the day except by
prior
arrangement with Liberty
staff and under appropriate adult supervision.
Police, welfare workers, probation officers or other authorized
personnel will speak with
students in the Dean’s Office.
No one has the authority to address
Liberty
students
on
campus.
Students will be permitted to speak with their parents, guardians,
and/or other adults
authorized by their parent/guardian in the Dean’s Office.
Weapons and
Explosive Devices
Education Code 48900 (B)
Description
When a student possesses, sells or otherwise furnishes any firearm,
knife, mace, explosive or other dangerous object, except in the
case of
possession when the pupil is so authorized by school personnel.
Action
Five days suspension with recommendation for expulsion.
A citation will be issued that also will serve as a referral to
the probation
department. The law
mandates a one-year expulsion from the date of
suspension for possession of a gun or brandishing a knife or
dangerous
object or sales of drugs on campus or during school activities.
K.H.S.D. AND LIBERTY HIGH SCHOOL GUIDELINES FOR APPROPRIATE
STUDENT DRESS AND GROOMING
At
Liberty
High School students have
the right to make individual choices from a wide range of clothing and
grooming styles. The Liberty High School
staff believes in the uniqueness of each individual but also that
appropriate dress and grooming contribute to a productive learning
environment. Similarly, it
is the school’s responsibility to maintain a safe and orderly learning
environment and to prepare students for the general expectations of our
society. The following
guidelines will be used to make case by case judgments regarding the
appropriateness of school dress.
1.
Any
clothing or adornment which disrupts the learning environment of
the
school is prohibited.
Disruption is defined as reactions by other
students to the clothing or adornment, which causes the teacher to lose
the
attention of the students, to modify or cease instructional activities,
or
to
deal with student confrontations or complaints.
2.
Slogans or illustrations which promote the use and/or glorifications of
drugs, violence, alcohol or tobacco is not acceptable.
3.
Profane, vulgar, racial, ethnic or sexist
slogans or illustrations on articles of clothing is not acceptable.
4.
Any see-through apparel or apparel which
does not cover undergarments is not acceptable.
Clothing must be worn in a fashion that will cover
under-garments. The best
judgment of the administration and staff will be utilized in determining
whether the manner in which clothing is worn is provocative or sexually
suggestive, and thus prohibited.
(This will include midriff, back and shoulder exposure).
5.
Attire which may be used as a weapon may
not be worn (i.e.:
steel-toed
boots, chains, items with spikes or studs).
6.
The presence of any apparel, jewelry,
accessory, notebook, or manner of grooming which advocates violence or
other disruptive behavior is prohibited.
7.
Any attire or adornment which creates a
safety hazard for the wearer or others are prohibited.
(Included within this is the expectation that all students will
wear shoes.)
8.
All clothing should be reasonably clean.
9.
When entering a building or classroom, ALL hats must be removed.
10.
No Bandanas of any type are to be worn at
any time.
CONSEQUENCES OF
DRESS AND GROOMING
VIOLATIONS
In
general, the following consequences will apply:
First Violation:
Home contact will be made. The violator will be
requested to change clothing, hairstyle or
cosmetic.
Second Violation:
Home contact and alternative to suspension will
be given to the student.
If the student refuses the
alternative, he or she will be suspended.
Third Violation:
Home contact will be made and he or she will be
suspended.
SCHOOL SPONSORED FORMAL DANCES
(Prom and Winter Formal)
GUEST GUIDELINES
High
school students may invite a guest who is not a Liberty student to school formal
dances under the following circumstances:
-
The guest must be signed up in the Finance Office by the designated
deadline, and approved by the Dean’s office prior to ticket purchase.
-
The guest must be under 21 years of age and no more than two years
out
of high school.
-
No dropouts, junior high school students or students enrolled in
court
ordered schools will be admitted.
No exceptions.
-
All debts for the participant and the guest must be cleared with
KHSD
-
Each Liberty student is responsible for the
behavior of his/her guest.
-
The guest must have proper identification to verify his/her name and
age.
7.
The
guest must follow all rules of the Education Code (EC 48900 A-1).
Suspension
It is
philosophy of the school that the maximum number of days of school
attended
is
beneficial to the student’s education.
Therefore, alternatives to suspension, such
as
Saturday Work Program (SWP) or ISS will be assigned whenever
appropriate. Some-
times, however, alternatives to suspension do not work or the nature of
the
inappropriate behavior dictates that a student should be suspended.
A student may
be
suspended from school for no more than five (5) consecutive school days.
The
total
number of days a student may be suspended from school will not exceed
twenty (20) days in any school year, unless for purposes of adjustment,
the following
exceptions are considered:
1.
The
student is transferred to another regular school, an opportunity
class
or continuation school in which case a maximum of thirty (30)
days
is allowed:
Or
2.
The
District Director of Pupil Personnel Services grants an extension
of
the suspension pending expulsion or other disciplinary action.
The
procedures outlined in the Kern High School District Discipline Code are
followed
when
suspension and expulsions are appropriate.
All disciplinary actions are subject
to
the discretion of the principal’s designee.
The Assistant Principal, Administration,
and/or Dean of Students attend regular meetings with the District
Director of Pupil
Personnel and are updated and informed of changes in procedure and
California Law.
Expulsion
California
law permits the school to recommend students for expulsion from the
district if they have committed expellable actions as outlined in the
Education Code
(48900). The length of time
for the expulsion is decided by the school and may be
altered by the expulsion-hearing panel.
It is usually for at least one semester and at
most
for one year. Sometimes a
student may be recommended to an alternative
educational setting upon return from expulsion in order to make up
credits. In expulsion cases,
a full hearing is given to each student before a panel of administrators
and
teachers appointed by the Board of Trustees.
The acts of each case are carefully
reviewed in this hearing and findings are presented to the Board of
Trustees in
executive session with a recommendation from the hearing panel.
The Board of
Trustees takes final action in open session.
During the time of both suspension and
expulsion, the student is not allowed to be on any campus in the Kern High School
District or attend any school or district events.

Involuntary Transfer (IT)
At
the discretion of the Assistant Principal, Administration, or Dean of
Students, a
student may be offered one of the following alternatives to expulsion:

Transfer to continuation school – Vista West
·
Transfer to a sister school (Centennial, Stockdale, West, BHS,
Shafter, etc)
·
(to be determined by mutual
agreement between each school’s
administration)
·
Independent Study Program/Discovery Program
·
Other
placement as available at the discretion of the Assistant Principal.
